What is a Carbon Reduction Plan?

A Carbon Reduction Plan (CRP) aims to implement targeted actions to measure, report, and reduce Greenhouse Gas (GHG) emissions. What is a PPN06/21 Carbon Reduction Plan?

PPN 06/21 refers to the Procurement Policy Note 06/21, which outlines the requirement for suppliers bidding on major government contracts to include a Carbon Reduction Plan (CRP). This policy is part of the UK government’s commitment to achieving Net Zero carbon emissions by 2050.

In-scope organisations should satisfy themselves that suppliers have provided a published CRP which:

  • Has been published on the supplier’s website
  • Has been signed off at an appropriate level within 12 months of the date of the procurement
  • Includes a signed declaration confirming the supplier’s commitment to achieving Net Zero by 2050 (at the latest)
  • Details the supplier’s Greenhouse Gas emissions
  • Details the environmental management measures that can be applied in the delivery of the contract.

What is carbon neutral and net zero?

Carbon neutral is a condition in which, during a specified period of time, a carbon footprint has been reduced as a result of greenhouse gas (GHG) emission reductions or GHG removal enhancements and, if greater than zero, is then counterbalanced by offsetting.

Net zero GHG emissions is defined and assessed for organisations as the condition in which emissions have been reduced such that only residual emissions remain, and offsetting is restricted to removal credits only.

Carbon neutrality and net zero GHG emissions are related concepts. At a global scale, these terms are defined by the Intergovernmental Panel on Climate Change (IPCC) as being equivalent, both referring to the condition in which GHG emissions are balanced by GHG removals over a specified period. This condition is referred to as “global net zero GHG emissions”.

What is offsetting?

Offsetting is counterbalancing of a carbon footprint by retiring a carbon credit. Purchasing certified carbon credits fund climate protection projects that reduce greenhouse gas emissions.

A carbon credit is a greenhouse gas credit tradeable certificate representing one tonne of carbon dioxide equivalent from GHG emission reductions or GHG removal enhancements.

Where applicable we can help you look at options for carbon offset projects through a carbon crediting programme to compensate for unavoidable emissions, ensuring any offset projects are certified by recognised Standards to guarantee their effectiveness and on a public registry.
